If I got one I think I would in a ideal leave it vacant or with a few birds in for a winter
I think the trick would be to leave a new loft empty and open for a few weeks in the middle of summer, let the warm air dry out the timber a bit. Also timber buildings built in the winter are not as good, the wood dries and shrinks when summer comes.
It's not such a problem here, obviously, but summer is better for building with new timber.

Why I say winter is to move the birds in for February as they will be racing to September
Ideally both seasons and leaving it May to feb might be better here
