I'm afraid managing the England team is a thankless task, whether you like Gareth or not, which personally I did, in my opinion the team let him down !! It doesn't matter who you pick and how you set them up, if the players don't perform you are screwed, which sadly is exactly what happened. Too many expensive prem a donnas I'm afraid, they would be better off picking the national squad from the First division, at least they would play with some passion !! The English football league set up also doesn't help, as Andy said, we should reduce the amount of foreign players allowed per team, and they need more/longer international breaks so that the squad has more playing time before the big tournaments, but unfortunately it's all down to money once again.
As far as the next Manager goes, I personally don't agree with foreigners managing the National team, I know none of you will agree but I'd like to see Lee Carsley given a chance, yes he hasn't managed at top level but he has managed youth teams for years so knows the young talent that is available.
