i'm trying to understand it i m not a club member so i will pay twice one to rpra and one to the local region i won't be joining so looks like no gold rings for me i hope to join nwhu

It’s no different than before George. You already pay a subscription that is split between the RPRA and the region. These new rule changes are to stop what happened this year as far as the having to Levy members was concerned. It’s so that a budget for the following season can be agreed and subscriptions agreed without having to wait a year to implement.

There is a new Law from DEFRA that will effect you though George. As from the 1st of October you will need to register as a keeper of birds. Up until now you have only had to register if keeping more than 50 pigeons. Now you need to register even if you only keep 1 pigeon. It is easy to do though and doesn’t cost anything. I done mine last week.

It looks like a way to set subs without reference to the members had been found by initially using good old rule 142
