Finally got a reply from the regional secretary, what he says is they were raising it to £17 this year from £12 but have added the £18 levy on it as well making a total of £35 and loss of a member as I will not be paying £35

Don’t blame you as you don’t race. Just as well you hadn’t paid the £17 already.
