Mothers AVC with added garlic a few times a week.

First of all they love the veggies, and it is a good way to give them the vitamins and minerals and trace elements which can be missing from a grain diet.
I also give them a fish oil capsule squeezed on the grain about once a week. They have white wattles and lovely soft plumage. :D
I use to do that or run it through a blender and freeze it in ice cubes bags

I would also use Turmeric shots in the water 1 day a week, Monday i would use this.

Three times a week I crush a clove of garlic and put it in a bottle of lukewarm water. several hours later I strain out the garlic, add 10 ml of natural ACV and dilute it to make 3 litres.

So your system is more health related than to lower the PH
No, the ACV lowers the PH, obviously, and that is very important.
But ACV in combination with FRESH garlic has a powerful effect against bacteria and protozoa. You will seldom have sick pigeons, and I have not seen canker in my pigeons for many years. It seems to prevent canker, but will not cure it.
As I wrote the other day, I have bought in some young stock pigeons. They were obviously carrying wet canker and started having babies with canker. I bit the bullet and treated the whole loft for a week.
That was last year and after a year on garlic and ACV the new pigeons are as healthy as the rest.
I can't prove it works, and frankly I cannot be bothered trying. But my expenditure on drugs is pretty much zero, and every visitor to my loft is impressed by how fit and healthy my birds are.

I agree with that Neil.
In hot weather oils can go off so quickly.
A clove of garlic is cheap, and it only takes a moment to give it a bash with the flat of a knife and pop it in a bottle of water. I always tip it out and rinse the drinkers so they have one day on and one day off.

I take the supplement myself
I do use ginger cinnamon cayenne on the corn though
Not sure if cayenne is banned now

If you've tested your water and it has a high pH, that means that it's too basic or too alkaline. Water with a high pH can have serious repercussions, whether you're drinking it or using it in your pool, fish tank, or garden. In your fish tank, for instance, a high pH can make your fish very sick.

I believe the poultry industry recommend to keep it low
I can’t think why and can’t be arsed to google is it to stop bacteria or ecoli
